As Chairman of The PRP (Policy Review Panel), John Swinson has publicly released the following statement:
I am pleased to advise that auDA’s Policy Review Panel (PRP) will commence the next round of targeted stakeholder engagement early in the New Year.
The Direct Registration Issues Paper which was released earlier this year, and the subsequent public and targeted consultation has been the subject of rigorous debate and consideration to date.
In September and October this year, the PRP conducted further rounds of public consultation, which looked at the various issues the Panel had identified as pertinent to potentially introducing Direct Registration. Four focus groups were convened, comprising a selection of domain investors, registrars, business representatives, education representatives, government representatives and people who had made written submissions to the PRP in the past. The sessions were attended by more than 40 participants who engaged in robust discussion around issues the PRP identified as pertinent to the introduction of Direct Registration.
The PRP is committed to ensuring that as many individuals, groups, organisations, corporates and peak bodies as possible are consulted to develop a multi-phase stakeholder engagement process for the next iteration of public consultation.
At its meeting on 23 November, the auDA Board was presented with an updated draft of the Direct Registration Public Consultation Paper, a draft Direct Registration Implementation Policy, a draft Registrant Policy Discussion Paper, the Focus Group Outcomes Report and the Communications and Advocacy Plan.
The auDA Board has approved future steps including targeted consultation, which is likely to commence in January 2019 with the four previous focus groups to be reconvened and expanded in February. At this stage, the PRP plans to publicly release the draft Direct Registration Implementation Policy for further consultation. To augment this work, the PRP will engage experts to conduct financial/economic/regulatory impact assessment and a consumer sentiment survey in relation to the issues under consideration by the PRP. It is anticipated that these consultancies will be completed early in 2019.
The PRP will then consider all the evidence, research, views and opinions which will put the PRP in a stronger position to make final recommendations on the potential implementation of Direct Registration and changes to the policies impacting the registration for domain name to the auDA Board in April 2019.
